Chairmanship of ACIPE Transferred to Azerbaijan

 On September 29–30, 2025, during the General Assembly of the Association of Credit Information Providers of Eurasia (ACIPE) held in Istanbul, Türkiye, Mr. Elchin Habibov, General Director of the Azerbaijan Credit Bureau (ACB), was elected as the Chairman of ACIPE.

ACIPE is a leading international association established to foster cooperation in the field of credit reporting. It brings together 14 credit bureaus from 11 countries, along with two international associate members, serving as a platform for knowledge sharing and joint development in the credit information domain.

Since 2018, Mr. Habibov has been serving as the General Director of the Azerbaijan Credit Bureau (ACB). Under his leadership, ACB has evolved into one of the most dynamically developing credit bureaus in the region, providing more than 40 digital services to financial institutions and consumers, alongside comprehensive data supply solutions.

Mr. Habibov has over 20 years of experience in the credit reporting industry. He previously held various positions at the Central Bank of Azerbaijan, including heading the Public Credit Registry. Throughout his career, he has collaborated with international organizations such as the World Bank, IFC, SECO, the European Union, and GIZ, leading initiatives aimed at expanding financial inclusion. He contributed to Azerbaijan’s achievement of 1st place globally in the World Bank’s Doing Business 2020 – Getting Credit index, and has served as an international expert on projects related to credit bureaus, credit scoring, and movable asset registry systems.

In his new role at ACIPE, Mr. Habibov will focus on further strengthening regional cooperation, expanding the organization’s outreach, and promoting knowledge and experience exchange among credit information providers. He will also support financial sector development through the adoption of innovative and modern approaches.

Established on April 17, 2018, in Baku, Azerbaijan, ACIPE’s headquarters is located in Almaty, Republic of Kazakhstan. The Association’s primary mission is to promote collaboration among credit bureaus across the Eurasian region, facilitate experience exchange on new products and service models, and reinforce international cooperation in the field of credit reporting.

It should be noted that the Azerbaijan Credit Bureau was founded in 2018 by eight banks and currently cooperates with over 280 institutions. ACB collects and analyzes data related to individuals and legal entities, providing credit information users with advanced solutions to assess potential customers, monitor existing client behavior, and manage portfolios efficiently, thereby minimizing risk exposure. In addition, ACB compiles and delivers comprehensive credit reports based on data from information providers and offers a wide range of analytical services, including scoring, benchmarking, and portfolio analysis, aimed at reducing credit risk and minimizing information asymmetry in the market.
